There is no good reason to forbid trailing CR at the end of the line (for that matter, any trailing whitespaces); the code allowed only LF simply because that was good enough for the platforms with LF line endings. These blobs are taken from the notes ref, which you can configure by the config variable core.notesRef, which in turn can be overridden by the environment variable GIT_NOTES_REF. The notes ref is a branch which contains "files" whose names are the names of the corresponding commits (i.e. the SHA-1). The rationale for putting this information into a ref is this: we want to be able to fetch and possibly union-merge the notes, maybe even look at the date when a note was introduced, and we want to store them efficiently together with the other objects. By changing the enabled capabilities to be formatted in a strbuf it is easier to add a new capability to the set of supported capabilities. By formatting the want portion of the request into a strbuf and writing it as a whole block we can later decide to hold onto the req_buf (instead of releasing it) to recycle in stateless communications.
