Since commit [e58aa3d2: genirq: Run irq handlers with interrupts disabled], We run all interrupt handlers with interrupts disabled and we even check and yell when an interrupt handler returns with interrupts enabled (see commit [b738a50a: genirq: Warn when handler enables interrupts]). uml: fix bad NTP interaction with clock

UML's supposed nanosecond clock interacts badly with NTP when NTP decides that the clock has drifted ahead and needs to be slowed down. Slowing down the clock is done by decrementing the cycle-to-nanosecond multiplier, which is 1. Decrementing that gives you 0 and time is stopped.
