drm/amdgpu: restore proper ref count in amdgpu_display_crtc_set_config

A recent attempt to fix a ref count leak in amdgpu_display_crtc_set_config() turned out to be doing too much and "fixed" an intended decrease as if it were a leak. Undo that part to restore the proper balance. This is the very nature of this function to increase or decrease the power reference count depending on the situation. Consequences of this bug is that the power reference would eventually get down to 0 while the display was still in use, resulting in that display switching off unexpectedly. Spelling out _unlocked for each and every driver is a annoying. Especially if we consider how many drivers, do not know (or need to) about the horror stories involving struct_mutex. Just drop the suffix. It makes the API cleaner. drm/amdgpu: enable S/G display on PCO and RV2 (v2)

It should work on all Raven variants, but some users have reported issues with original Raven with IOMMU enabled. So far there have been no issues observed with PCO or RV2. v2: split out the dm init and domain changes into separate patches.
