drm: move drm_can_sleep() to drm_util.h

Move drm_can_sleep() out of drmP.h to allow users to get rid of the drmP.h include. There was no header file that was a good match for this helper function. So add this to drm_util with the relevant includes. Now that we're using lists instead of kfifo to store drm flip-work tasks we do not need the size parameter passed to drm_flip_work_init function anymore. Moreover this function cannot fail anymore, we can thus remove the return code. Modify drm_flip_work_init users to take account of these changes. drm: rework flip-work helpers to avoid calling func when the FIFO is full

Make use of lists instead of kfifo in order to dynamically allocate task entry when someone require some delayed work, and thus preventing drm_flip_work_queue from directly calling func instead of queuing this call. This allow drm_flip_work_queue to be safely called even within irq handlers. Add new helper functions to allocate a flip work task and queue it when needed. kfifo API type safety

This patch enhances the type safety for the kfifo API. It is now safe to put const data into a non const FIFO and the API will now generate a compiler warning when reading from the fifo where the destination address is pointing to a const variable. As a side effect the kfifo_put() does now expect the value of an element instead a pointer to the element. This was suggested Russell King. It make the handling of the kfifo_put easier since there is no need to create a helper variable for getting the address of a pointer or to pass integers of different sizes. IMHO the API break is okay, since there are currently only six users of kfifo_put(). The code is also cleaner by kicking out the "if (0)" expressions.
