ptp: remove 32 bit get/set methods.

All of the PHC drivers have been converted to the new methods. This patch converts the three remaining callers within the core code and removes the older methods for good. We should prefer `struct pci_device_id` over `DEFINE_PCI_DEVICE_TABLE` to meet kernel coding style guidelines. This issue was reported by checkpatch. ptp: Allow reassigning calibration pin function

The ptp pin function programming does not allow calibration pin to change function. This is problematic on hardware that uses the default calibration pin for other purposes.
