This switches the BCMA GPIO driver to use GPIOLIB_IRQCHIP to
handle its interrupts instead of rolling its own copy of the
irqdomain handling etc.

We were providing declarations but actual code was compiled only with
CONFIG_BCMA_HOST_PCI set. This could result in:
