Now that we moved everyone over to GENERIC_TIME_VSYSCALL_OLD,
introduce the new declaration and config option for the new
update_vsyscall method.

redfine CONFIG_GENERIC_TIME_VSYSCALL as CONFIG_GENERIC_TIME_VSYSCALL_OLD
