Impact: implement new tracing timestamp APIs

Add three trace clock variants, with differing scalability/precision
tradeoffs:

 -   local: CPU-local trace clock
 -  medium: scalable global clock with some jitter
 -  global: globally monotonic, serialized clock

Make the ring-buffer use the local trace clock internally.
