Commit fcc8487d477a3452a1d0ccbdd4c5e0e1e3cb8bed ("uapi: export all headers
under uapi directories") changed the default to install all headers not marked
to be conditional. This takes the list of headers listed in the commit message
and manually adds an export for those that are already present in this kernel
version.

Found during an attempt to build mtd-utils 2.1.2 as it wants hash_info.h, which
exists since 3.13 but has not been installed until the above mentioned commit,
which ended up in 4.12.

This was supposed to be a mask of all known rings, but it is being used
by execbuffer to filter out invalid rings, and so is instead mapping high
unused values onto valid rings. Instead of a mask of all known rings,
we need it to be the mask of all possible rings.

This exposes to mesa that it can use the fixed ioctl for querying
later cap sets, cap set 1 is forever frozen in time.

We'll want to be able to pass in flags, such as asking for explicit
fencing, and possibly other things down the road.  Fortunately we
don't need a full 32b for the pipe-id.  So use the upper 16 bits
for flags (which could be extended or reduced later if needed, so
start adding flags from the high bits).

Since anything with the upper bits set would not be a valid pipe-id,
an old userspace would not set any of the upper bits, and an old
kernel would reject it as an invalid pipe-id.
