net: add an ioctl to get a socket network namespace

Each socket operates in a network namespace where it has been created, so if we want to dump and restore a socket, we have to know its network namespace. We have a socket_diag to get information about sockets, it doesn't report sockets which are not bound or connected. This patch introduces a new socket ioctl, which is called SIOCGSKNS and used to get a file descriptor for a socket network namespace. IOCTL SIOCRTMSG does nothing but return EINVAL. So comment it as unused. SIOCRTMSG is only used in: * net/ipv4/af_inet.c * include/uapi/linux/sockios.h inet_ioctl calls ip_rt_ioctl. ip_rt_ioctl only handles SIOCADDRT and SIOCDELRT and returns -EINVAL otherwise. net_tstamp: Add SIOCGHWTSTAMP ioctl to match SIOCSHWTSTAMP

SIOCSHWTSTAMP returns the real configuration to the application using it, but there is currently no way for any other application to find out the configuration non-destructively. Add a new ioctl for this, making it unprivileged. Signed-off-by: Ben Hutchings
