Add SPDX license identifiers to all Make/Kconfig files which:

 - Have no license information of any form

These files fall under the project license, GPL v2 only. The resulting SPDX
license identifier is:

  GPL-2.0-only

<title>dma-mapping: add a Kconfig symbol to indicate arch_dma_prep_coherent presence</title>

Add a Kconfig symbol that indicates an architecture provides a
arch_dma_prep_coherent implementation, and provide a stub otherwise.

This will allow the generic dma-iommu code to use it while still
allowing to be built for cache coherent architectures.

When DMA_REMAP is enabled, code in remap.c needs generic allocator.
It currently worked since few architectures uses it (arm64, csky) and
they both select GENERIC_ALLOCATOR. Select it when using DMA_REMAP
to have correct dependencies.

Pull DMA mapping updates from Christoph Hellwig:

 - add debugfs support for dumping dma-debug information (Corentin
   Labbe)

 - Kconfig cleanups (Andy Shevchenko and me)

 - debugfs cleanups (Greg Kroah-Hartman)

 - improve dma_map_resource and use it in the media code

 - arch_setup_dma_ops / arch_teardown_dma_ops cleanups

 - various small cleanups and improvements for the per-device coherent
   allocator

 - make the DMA mask an upper bound and don't fail "too large" dma mask
   in the remaning two architectures - this will allow big driver
   cleanups in the following merge windows

This API is primarily used through DT entries, but two architectures
and two drivers call it directly.  So instead of selecting the config
symbol for random architectures pull it in implicitly for the actual
users.  Also rename the Kconfig option to describe the feature better.

This is a follow up to the commit cf65a0f6f6ff

  ("dma-mapping: move all DMA mapping code to kernel/dma")

which moved source code of DMA API to kernel/dma folder. Since there is
no file left in the lib that require DMA API debugging options move the
latter to kernel/dma as well.
