xfs: remove subdirectories

Use the move from Linux 2.6 to Linux 3.x as an excuse to kill the annoying subdirectories in the XFS source code. Besides the large amount of file rename the only changes are to the Makefile, a few files including headers with the subdirectory prefix, and the binary sysctl compat code that includes a header under fs/xfs/ from kernel/. sysctl check complains with a WARN() when proc_doulongvec_minmax() or proc_doulongvec_ms_jiffies_minmax() are used by a vector of longs (with more than one element), with no min or max value specified. sysctl: Remove dead code from sysctl_check

Now that the sys_sysctl is now a compatibility wrapper around /proc/sys we can remove much of sysctl_check and reduce it to a few remaining sanity checks. [XFS] remove restricted chown parameter from xfs linux

On Linux all filesystems are supposed to be operating under Posix' restricted chown. Restricted chown means it restricts chown to the owner unless you have CAP_FOWNER. NOTE: that 2 files outside of fs/xfs have been modified too for this change.
