x86, hweight: Fix BUG when booting with CONFIG_GCOV_PROFILE_ALL=y

commit 6583327c4dd55acbbf2a6f25e775b28b3abf9a42 upstream. Commit d61931d89b, "x86: Add optimized popcnt variants" introduced compile flag -fcall-saved-rdi for lib/hweight.c. When combined with options -fprofile-arcs and -O2, this flag causes gcc to generate broken constructor code. As a result, a 64 bit x86 kernel compiled with CONFIG_GCOV_PROFILE_ALL=y prints message "gcov: could not create file" and runs into sproadic BUGs during boot. The gcc people indicate that these kinds of problems are endemic when using ad hoc calling conventions. It is therefore best to treat any file compiled with ad hoc calling conventions as an isolated environment and avoid things like profiling or coverage analysis, since those subsystems assume a "normal" calling conventions. This patch avoids the bug by excluding lib/hweight.o from coverage profiling. ERROR: "memcpy_fromiovec" [drivers/vhost/vhost_scsi.ko] undefined! That function is only present with CONFIG_NET. Turns out that crypto/algif_skcipher.c also uses that outside net, but it actually needs sockets anyway. In addition, commit 6d4f0139d642c45411a47879325891ce2a7c164a added CONFIG_NET dependency to CONFIG_VMCI for memcpy_toiovec, so hoist that function and revert that commit too. socket.h already includes uio.h, so no callers need updating; trying only broke things fo x86_64 randconfig (thanks Fengguang!). Kconfig: consolidate CONFIG_DEBUG_STRICT_USER_COPY_CHECKS

The help text for this config is duplicated across the x86, parisc, and s390 Kconfig.debug files. Arnd Bergman noted that the help text was slightly misleading and should be fixed to state that enabling this option isn't a problem when using pre 4.4 gcc. To simplify the rewording, consolidate the text into lib/Kconfig.debug and modify it there to be more explicit about when you should say N to this config. Also, make the text a bit more generic by stating that this option enables compile time checks so we can cover architectures which emit warnings vs. ones which emit errors. The details of how an architecture decided to implement the checks isn't as important as the concept of compile time checking of copy_from_user() calls. While we're doing this, remove all the copy_from_user_overflow() code that's duplicated many times and place it into lib/ so that any architecture supporting this option can get the function for free. lib/string_helpers: introduce generic string_unescape

Move utf16 functions to kernel core and rename

We want to be able to use the utf16 functions that are currently present in the EFI variables code in platform-specific code as well. percpu_rw_semaphore: reimplement to not block the readers unnecessarily

Currently the writer does msleep() plus synchronize_sched() 3 times to acquire/release the semaphore, and during this time the readers are blocked completely. Even if the "write" section was not actually started or if it was already finished. With this patch down_write/up_write does synchronize_sched() twice and down_read/up_read are still possible during this time, just they use the slow path. percpu_down_write() first forces the readers to use rw_semaphore and increment the "slow" counter to take the lock for reading, then it takes that rw_semaphore for writing and blocks the readers.
