Add HOSTPKG_CONFIG to allow tooling that builds the kernel to override
what pkg-config and parameters are used.

[ Upstream commit a8b309ce9760943486e0585285e0125588a31650 ]

Running with POSIXLY_CORRECT=1 in the environment the scripts/dtc build
fails, because pkg-config doesn't output anything when the flags come
after the arguments.

commit d8adf5b92a9d2205620874d498c39923ecea8749 upstream.

dtx_diff suggests to use <(...) syntax to pipe two inputs into it, but
this has never worked: The /proc/self/fds/... paths passed by the shell
will fail the `[ -f "${dtx}" ] && [ -r "${dtx}" ]` check in compile_to_dts,
but even with this check removed, the function cannot work: hexdump will
eat up the DTB magic, making the subsequent dtc call fail, as a pipe
cannot be rewound.

Simply remove this broken example, as there is already an alternative one
that works fine.

This was copied from external DTC repository long back and isn't used
anymore. Over that the dtc tool can be used to generate the dts source
back from the dtb. Remove the unused fdtdump.c file.

We will start building overlays for platforms soon in the kernel and
would need fdtoverlay going forward. Lets start building it.

The fdtoverlay program applies one or more overlay dtb blobs to a base
dtb blob. The kernel build system would later use fdtoverlay to generate
the overlaid blobs based on platform specific configurations.
