selftests/powerpc: Purge extra count_pmc() calls of ebb selftests

[ Upstream commit 3337bf41e0dd70b4064cdf60acdfcdc2d050066c ] An extra count on ebb_state.stats.pmc_count[PMC_INDEX(pmc)] is being per- formed when count_pmc() is used to reset PMCs on a few selftests. This extra pmc_count can occasionally invalidate results, such as the ones from cycles_test shown hereafter. The ebb_check_count() failed with an above the upper limit error due to the extra value on ebb_state.stats.pmc_count. Furthermore, this extra count is also indicated by extra PMC1 trace_log on the output of the cycle test (as well as on pmc56_overflow_test): ========== ... The first time the test is ran, the initial index value of 0 is valid and the test is able to complete. The index value of 0 is not valid in subsequent test runs and the loop attempts to try index values of 1, 2, 3, and so on until a valid index value is found that corresponds to the message queue created earlier in the test. The msgctl() syscall returns -1 and sets errno to EINVAL when invalid index values are used. The test failure is caused by incorrectly comparing errno to -EINVAL when cycling through possible index values. Fix invalid test failures on subsequent runs of the msgque test by correctly comparing errno values to a non-negated EINVAL. selftests: Move networking/timestamping from Documentation

commit 3d2c86e3057995270e08693231039d9d942871f0 upstream. Remove networking from Documentation Makefile to move the test to selftests. Update networking/timestamping Makefile to work under selftests. These tests will not be run as part of selftests suite and will not be included in install targets. They can be built and run separately for now. This is part of the effort to move runnable code from Documentation.
