Current documentation over use case for EXPORT_SYMBOL_GPL()
only acknowledges functions which are "an internal implementation
issue, and not really an interface". In practice these days
though we have some maintainers taking on preferences to require
all new functionality go in with EXPORT_SYMBOL_GPL().
A maintainer asking developers to use EXPORT_SYMBOL_GPL()
for new functionality tends to be a well accepted and understood
position that maintainers can take and typically requires the
maintainers educating contributing developers on their own
positions and requirements.
Developers who submit code to maintainers not familiar with
these preferences as optional for new functionality need explicit
guidence though as existing documentation does not acknowledge
this as a valid possibility. Without this being documented some
maintainers are reluctant to accept new functionality with
EXPORT_SYMBOL_GPL().
This extends the use case documentation for EXPORT_SYMBOL_GPL()
to acknowledge acceptance for new functionality.

This is the final piece in the puzzle, as all patches to remove the
last users of \(interruptible_\|\)sleep_on\(_timeout\|\) have made it
into the 3.15 merge window. The work was long overdue, and this
interface in particular should not have survived the BKL removal
that was done a couple of years ago.
Citing Jon Corbet from http://lwn.net/2001/0201/kernel.php3":
"[...] it was suggested that the janitors look for and fix all code
that calls sleep_on() [...] since (1) almost all such code is
incorrect, and (2) Linus has agreed that those functions should
be removed in the 2.5 development series".
We haven't quite made it for 2.5, but maybe we can merge this for 3.15.

Previously we used to get EXPORT_SYMBOL and friends from
module.h but we moved away from that since module.h largely
includes the entire header space one way or another.
As most users just wanted the simple export related macros,
they were spun off into a separate new header -- export.h
Update the docs to reflect that.

The CONFIG_EXPERIMENTAL config item has not carried much meaning for a
while now and is almost always enabled by default. As agreed during the
Linux kernel summit, remove it from any "depends on" lines in Kconfigs.

The sleeping inside spinlock detection is actually used
for more general sleeping inside atomic sections
debugging: preemption disabled, rcu read side critical
sections, interrupts, interrupt disabled, etc...
Change the name of the config and its help section to
reflect its more general role.

__FUNCTION__ is the prefered kernel idiom, __func__ is not supported by gcc
2.95 (we actually map __FUNCTION__ to __func__ for more recent compilers,
but it should never be used directly)

Update the hacking guide, before CONFIG_PREEMPT_RT goes in and it needs
rewriting again.
Changes include modernization of quotes, removal of most references to
bottom halves (some mention required because we still use bh in places to
mean softirq).
It would be nice to have a discussion of sparse and various annotations.
Please send patches straight to akpm.

There's no reason to directly #include <asm/bitops.h> since it's
available on all architectures and also included by
#include <linux/bitops.h>.

Since the irq handling rework in 2.5 lots of code in the individual
<asm/hardirq.h> files is the same. This patch moves that common code
to <linux/hardirq.h>. The following differences existed:
- alpha, m68k, m68knommu and v850 were missing the ~PREEMPT_ACTIVE
masking in the CONFIG_PREEMPT case of in_atomic(). These
architectures don't support CONFIG_PREEMPT else this would have been
an easily-spottbale bug
- S390 didn't provide synchronize_irq as it doesn't fit into their
I/O model. They now get a spurious prototype/macro
- ppc added a new preemptible() macro that is provided for all
architectures now.
Most drivers were using <linux/interrupt.h> as they should, but a few
drivers and lots of architecture code has been updated to use
<linux/hardirq.h> instead of <asm/hardirq.h>
