Merge branch 'jk/repository-extension' into maint
Prepare for Git on-disk repository representation to undergo
backward incompatible changes by introducing a new repository
format version "1", with an extension mechanism.

introduce "preciousObjects" repository extension
introduce "extensions" form of core.repositoryformatversion
