kbuild: Remove CONFIG_DEVFS_FS from arch/ia64/config.in
Defining CONFIG_DEVFS_FS in two different places does not work correctly.
Nobody objected on linux-ia64, so I just removed the statements
unconditionally enabling devfs on IA64/SNI.
Pointed out by Greg Banks.
