kbuild: Preprocess vmlinux.lds.S on all archs
For consistency reasons, generate
arch/$(ARCH)/vmlinux.lds.s
from
arch/$(ARCH)/vmlinux.lds.S
on all archs, even those which do not need preprocessing (yet).
