iommufd: Allow allocating PASID-compatible domain
The underlying infrastructure has supported the PASID attach and related enforcement per the requirement of the IOMMU_HWPT_ALLOC_PASID flag. This extends iommufd to support PASID compatible domain requested by userspace.
