perf/x86/intel/cstate: Add Wildcat Lake support
Wildcat Lake (WCL) is a low-power variant of Panther Lake. From a
C-state profiling perspective, it supports the same residency counters:
CC1/CC6/CC7 and PC2/PC6/PC10.
