[PATCH] m32r_sio driver update

I made a patch to update m32r_sio driver.

Compile checked and tested on a M32700UT eva board with SMP kernel.
It looks working...

__register_m32r_sio, register_m32r_sio, unregister_m32r_sio are still
remained.  I'm going to take a look them after.
