s390/vtime: Use lockdep_assert_irqs_disabled() instead of BUG_ON()
Use lockdep_assert_irqs_disabled() instead of BUG_ON(). This avoids
crashing the kernel, and generates better code if CONFIG_PROVE_LOCKING
is disabled.
