bpf: Migrate bpf_wq_set_callback_impl() to KF_IMPLICIT_ARGS
Implement bpf_wq_set_callback() with an implicit bpf_prog_aux
argument, and remove bpf_wq_set_callback_impl().
Update special kfunc checks in the verifier accordingly.
